Wall Demolition and Rubble Removal in Montenegro: Price per m², Skips and Notifying the Works (2026)

In Montenegro wall demolition and rubble removal are searched for with a price and a town: on 24 September 2026 Google completed rušenje zidova (wall demolition) with podgorica, u stanu (in a flat), u stanu dozvola (in a flat, permit), cijena (price) and po kvadratu (per square metre), and rušenje zida cijena (wall demolition price) with pregradnog zida (partition wall), nosivog zida (load-bearing wall), zida od opeke (brick wall), knauf zida (plasterboard wall) and betonskog zida (concrete wall). The queries odvoz suta podgorica, odvoz suta budva, odvoz suta bar and odvoz suta niksic (rubble removal in each town) also exist, as does skidanje pločica cijena (tile removal price). The same searches in English and Russian return nothing for Montenegro.

This guide covers prices from two contractors' price lists and from the price list of the municipal company Čistoća, a calculation for one wall and one bathroom, choosing a skip, checking whether a wall is load-bearing and what the law requires before work starts.

Demolition prices per square metre

Gradjevina.org, which works with several crews and says an engineer oversees every job, publishes these prices and describes them as indicative for the Montenegrin market:

The same source charges another €2 to €4 per m² for removing tiles from a concrete base, and €2 to €4 per m² for a rough clean of a flat after the works.

The gap between the two price lists is not small: the first prices a partition wall with the material carried out, while the second prices a solid brick wall without removal. So with every quote, ask what the square-metre price includes.

Rubble removal on Čistoća's price list

Podgorica's municipal company Čistoća has a price list for services on special request, adopted on 21 March 2024, which was on the company's website on 24 September 2026. For private individuals it sets:

On the same price list a woven rubble sack costs €1, and a combined machine for demolition, levelling and excavation €100 per hour, with a one-hour minimum. The price list does not mention carrying rubble from the flat to the container; with the first contractor, carrying it out by hand costs €25 to €50 per m³.

Emanuel Gruppe lists €50 to €70 for removal in sacks of up to 1 m³, €150 to €200 for a 5 m³ skip with removal, and €10 to €15 per hour for extra loading workers. Its price includes disposal at an approved landfill.

Example: one wall and one bathroom

This is our calculation from the published prices, not a quote:

• a 4 × 2.5 m wall (10 m²): €80 to €180 on the first price list, carried out, or €250 to €350 on the second, for solid brick without removal;
• a bathroom with 20 m² of wall tiles and 5 m² of floor tiles: €200 to €300 for the walls and €40 to €60 for the floor, €240 to €360 in total;
• removal: a 5 m³ Čistoća container for one day and one trip €49 excluding VAT, a private skip €80 to €160 plus the landfill fee, or €150 to €200 with disposal included.

For a smaller renovation of one flat, the first source reckons a skip of five to seven cubic metres is usually enough. For several walls and stripping all the tiles, a bigger skip or more trips are needed.

Do you need a permit to knock down a wall

For a non-load-bearing partition wall the law does not require a building permit, but it does require a notice. The 2025 Construction of Buildings Act (Zakon o izgradnji objekata) in Article 7 calls adaptation the works that change the layout of the space without affecting the building's stability or altering structural elements. Article 42 says the owner files a notice of such works with the building inspector, with a description of the works and an overview of the technical specifications of the materials.

If the inspector finds the works amount to reconstruction, the inspector must warn the applicant within seven days, and the notice is published on the website within three days. For a private individual who does not file the notice, Article 140 sets a fine of €500 to €4,000. The first source also advises checking the building's rules.

A load-bearing wall is a structural element, so removing it is no longer adaptation. The first source writes that load-bearing walls are not touched without a structural calculation, a design and consent, and that instead of full removal an opening with reinforcement is often possible, but only according to a design.

How to recognise a load-bearing wall

The first source says load-bearing walls are usually thicker, often concrete or solid brick, and stand in the same position on every floor. When in doubt, an engineer or structural engineer checks it, and until then the wall is left alone.

Exactly such a request reached Glatko in June 2026: the owner of a house on three levels in Kolašin wanted to remove two brick walls under the stairs, 10 and 22 cm thick, to join the kitchen and the living room, and wrote that they did not know whether this would affect the structure. By the criteria in the previous paragraph, the thicker of the two walls is the first candidate for a check. The request expired without an offer.

Order of works

According to the first source, before demolition the water and power are switched off on the section being worked on, and the floors, doors and the space that stays are protected. Then come demolition and stripping the finishes, bagging the rubble into a skip or carrying it out by hand, removal to the landfill and cleaning. After that come chasing channels and the new installations, then the screed, plaster and final finishes.

What to agree before work starts

1. Who checks whether the wall is load-bearing and whether the notice to the inspector has been filed.
2. Whether carrying out the rubble is in the per-m² price: with the first source it is, with the second it is not.
3. How many skips or trips and who pays the landfill fee.
4. Floor and lift: the first source charges more for carrying out without a lift, and the second charges extra workers at €10 to €15 per hour.
5. Proof of disposal: the second source says it supplies one on request and warns that improper dumping of rubble can bring a fine.
6. Final cleaning and a fiscal receipt: a rough clean costs €2 to €4 per m², and a registered contractor's invoice goes through the electronic fiscalisation system.

Along with the rubble, the first source can also take away old furniture. At the Livade landfill in Podgorica, bulky waste such as furniture, kitchen and bathroom fittings and wooden panelling has cost €10 per tonne for businesses since January 2025, plus 21% VAT. That decision expressly excludes construction waste.

Who does demolition on Glatko

Glatko has no separate category for demolition and rubble removal. On 24 September 2026 the rough construction category had one verified profile, from Budva, and the post-construction cleaning category two, from Bar and Budva. One Podgorica plumber's profile lists complete bathroom renovations, from demolition to finishing. Of the 25 requests the platform received between 24 April and 28 June 2026, two asked for this kind of work: demolishing walls in Kolašin and digging out earth to extend a terrace in Bar. Both expired without an offer.

What we did not measure

We did not check actual prices in quotes or removal prices outside Podgorica. We did not find a published landfill price for construction waste, so in contractors' price lists it is either included or listed as a separate fee. We summarised the law briefly; for a specific building the inspector, the designer or a structural engineer decides.
