Prefab Houses and Container Homes in Montenegro: Prices by Model and per m², Shell vs Turnkey, the Electricity Connection and What the Construction Law Requires (2026)

On 26 September 2026 a prefab house in Montenegro costs from €7,900 as a shell for a model of 31.68 m² gross in the catalogue of the manufacturer Negal, up to €25,000 for a model of 148.36 m². By our calculation, the 25 priced models cost from €149 to €249 per m² gross, with a median of €177/m², while turnkey is listed at €290 to €400 per m². Living containers in listings cost from €2,650 to €3,427. The Law on the Construction of Buildings says a building is built on the basis of a building permit, and prefab structures up to 30 m² count as temporary structures regulated by the municipality.

What people search for

On 26 September 2026 Google completed montazne kuce (prefab houses) with crna gora (Montenegro), crna gora cijena po m2 (Montenegro price per square metre), crna gora katalog (Montenegro catalogue), crna gora kljuc u ruke cijena (Montenegro turnkey price) and ivanjica (a Serbian town with prefab manufacturers), and stambeni kontejner (living container) with crna gora, niksic, podgorica, cijena (price) and sa kupatilom (with a bathroom). For kontejner kuca (container house) it offered cijena, crna gora, na rasklapanje (flat-pack) and iz kine (from China). Google Trends for Montenegro shows prefab houses searched less often than tiles but more often than fireplaces, and the searches revolve around the price per square metre and turnkey.

Prefab house prices by model

The manufacturer Negal from Ivanjica publishes a catalogue of prefab houses for Montenegro with the price and gross floor area of 25 models from the Klasik and Golija series; models in the Moderne series have no published price. How we choose and label price sources is explained in how we measure prices.

The price per square metre falls with size: the smallest model, Klasik 27, costs €249/m², while models from about 100 m² upwards cost about €170/m². The median of all 25 models is €177/m². Golija 64 has the lowest price per square metre, €149/m², because it is a two-storey house with an attic.

Shell or turnkey

The catalogue prices are shell prices. The page for the Klasik 52 model, with 56.95 m² gross and 49.05 m² net, lists the shell at €10,700 with a build time of 15 days, and turnkey at €290 to €400 per m², depending on the size of the house, with a note that this applies to the Serbian market and a build time of 30 days. At that price per square metre, a turnkey Klasik 52 would cost from €16,515.50 to €22,780, and a Klasik 86 from €28,338.80 to €39,088. The model page does not say exactly what the shell includes or whether transport to Montenegro is included, so ask for that in the quote.

In its technical description Negal lists strip foundations 80 cm deep made of MB 15 tamped concrete, 35 cm thick. The foundation and slab are done by a local contractor, and for the layer under the floors see our guide to screed.

Living containers

On the classifieds site Oglasio, in the prefab structures category, Argus Inženjering from Novi Sad advertises living containers at €2,650, €3,109, €3,125 and €3,427, and a modular gatehouse at €2,531. Electricity connection

A new house, prefab or masonry, needs a connection to the electricity grid. Fijaka's guide to the electricity connection for a new house explains that CEDIS charges a connection fee of €25.36 per kVA without VAT, which is €253.60 for a connection capacity of 10 kVA. Calculation

This is our calculation from the published prices:

• Klasik 52 as a shell: €10,700 + a 10 kVA electricity connection €253.60 = €10,953.60, before foundation, transport, design, permit and VAT on the connection.
• Klasik 52 turnkey: from €16,515.50 to €22,780 at the price per m² listed for the Serbian market, plus the connection.
• Living container: from €2,650 in a listing, before transport, placement and connections.

What the Law on the Construction of Buildings says

The Law on the Construction of Buildings (Official Gazette of Montenegro 19/25, 92/25, 160/25, 114/26) says in Article 31 that a building is built on the basis of a building permit and that building without one is prohibited. Article 66 says that a building built without a building permit cannot be connected to infrastructure, meaning neither to electricity nor to water. Article 71 counts prefab structures up to 30 m² as temporary structures, whose placement is regulated by the municipal assembly with the consent of the Ministry, under a programme of temporary structures. A prefab house for living that is larger than that is therefore a building that needs a permit just like a masonry house. What to check before buying

1. What the shell includes and what turnkey includes, in writing and item by item.
2. Whether transport to Montenegro is included and who builds the foundation.
3. Gross and net area, because the price per m² is calculated from the gross area.
4. The building permit, because without it the house cannot get electricity and water.
5. The connection capacity you request from CEDIS.

How we measured and what we did not measure

We copied prices from the catalogue and listings on the day we read them; the price per m², the median and the calculation are ours. We did not measure the price of the foundation, transport, design and utilities, because we did not find them published for prefab houses, nor did we check how old the container listings are.
