Renovating a Flat in Montenegro: a Step-by-Step Plan

On 23 September 2026, the Russian query "ремонт квартиры черногория" (flat renovation Montenegro) produced not a single suggestion on Google. Meanwhile "ремонт черногория" (the Russian word covers both repair and renovation) is confidently completed with other things: phone, laptop and shoe repair, and air-conditioning repair, with "ремонт кондиционеров будва" (air-conditioning repair Budva) as the second suggestion.

The conclusion is simple: there is demand in Russian, but it is about breakdowns rather than full renovations, and nobody has written a clear plan in Russian. Below is one, put together from verified price lists and our own data.

Step 1. Measure the surfaces, not the flat

Painting is priced by the square metre of walls and ceilings, not by floor area. A benchmark from a Podgorica contractor's published price list: a 50 m² flat has roughly 150–160 m² of surface, about three times the floor area.

For a 60 m² flat, that is 180–192 m². Every quote from here on is calculated from this figure, which is why "paint my flat" without a number is not a request but a conversation.

Step 2. The order of works

Doing things in the wrong order is the main reason work gets redone:

  1. Strip-out and rubble removal.
  2. First-fix plumbing and electrics (chasing the walls, cable and pipe runs, outlet points).
  3. Levelling: plaster and skim coat (glet).
  4. Waterproofing of wet areas, as a separate line in the quote.
  5. Tiling.
  6. Painting.
  7. Second-fix plumbing and electrics, furniture assembly.

Find your tiler before your painter: on the platform, four tradespeople in Podgorica take on turnkey kitchen and bathroom jobs, but there is one registered tiler. That is the bottleneck of the whole project.

Step 3. Verified prices

Ranges named by the tradespeople themselves (this is not a published price list, only what they say): call-out and diagnosis €20–35, standard hour €15–25, emergency night or weekend hour €40–70, replacing a mixer tap €15–25, unblocking a drain €30–150, replacing a socket €5–10 each, wiring a new flat €12–18 per m² (labour), installing a split air conditioner €80–120.

Step 4. Who will do it: the Russian-speaking reality

The honest picture as of 23.09.2026: on the platform, five tradespeople list Russian, and only two of them do renovation work:

  • Podgorica: "renovation and construction", 16 years' experience, a 25 km radius.
  • Bar: tiling, painting and plumbing all in one person, 15 years' experience, a 255 km radius (in other words, genuinely covers the whole country).

The other three work in cleaning (Bar and Budva) and health and nutrition (Budva). So in Russian you can get the cleaning and part of the finishing done; everything else will have to be handled in English or Montenegrin.

A separate word on air conditioning, since that query is live: the platform has only two air-conditioning professionals, one in Podgorica and one in Herceg Novi, and none in Budva. For electronics repair (phones, laptops, TVs) there is one registered tradesperson in the whole country. If you live on the coast and what you need in summer is specifically air conditioning, allow for someone coming from Podgorica and book ahead.

When to renovate: the season decides

One more measurement that changes the quote. Requests on the platform fall by month like this: April 2, May 11, June 12. The curve climbs towards summer, and nearly all the urgency comes from the coast: of nine requests marked "as soon as possible", eight were from Budva.

In summer, coastal tradespeople are busy with tenant changeovers, and by their own account prices from June to September are 50–100% higher. The practical conclusion: plan a major renovation for October to April and leave small jobs for the summer. In Podgorica there is no seasonal surcharge, but remember that half of the local tradespeople declare a service radius of 100 km or more: in summer, they head for the coast.

Step 5. How to get comparable quotes

  1. Describe the job in numbers: m² of surface, number of points, floor, lift.
  2. Send the same text to three tradespeople; otherwise the quotes cannot be compared.
  3. Insist on a unit price (per m², per point, per hour), not "roughly".
  4. Ask for separate lines for materials (and who buys them), waterproofing and rubble removal.
  5. Ask about a fiscal receipt. Montenegro's Tax Administration runs an electronic fiscalisation system, and the receipt is your only document if the work turns out badly.
  6. Compare the spread, not the minimum: a quote 40% below the rest usually means something has been cut from the scope.

What we did not measure

This is data from one platform: 43 verified tradespeople, five of them Russian-speaking, and 25 requests over five months. The numbers are small, so the ratios are what matters, not the absolute values. We also did not price materials (that depends on the shop and the brand), and we give no legal advice on permits: if the work touches load-bearing structures or changes the use of the premises, that is a separate conversation with a specialist before any work starts.
