Replacing Windows in Montenegro: PVC and Aluminium Window Prices per m² and per Unit (2026)

In Montenegro windows are searched for by town and with a price: on 24 September 2026 Google completed pvc stolarija (PVC windows and doors) with podgorica, niksic, bar cijene (Bar prices), herceg novi cene, berane and crna gora, pvc stolarija podgorica with cijene (prices), cjenovnik (price list), gotova (ready-made) and polovna (second-hand), and pvc prozori cijena (PVC window price) with podgorica, crna gora and sa ugradnjom (with installation). For zamjena stolarije (window replacement) the first suggestion is sufinanciranje (co-financing). The same searches in English and Russian return nothing for Montenegro.

This guide gives the prices of two Montenegrin contractors, one per square metre and one per unit, an example for three windows in a flat, Eko-fond's requirements for windows and what to ask before you order.

Prices per square metre

Gradjevina.org, which works with several crews and states that an engineer oversees every job, publishes prices per square metre of opening, with installation and basic hardware:

The same source writes that aluminium with a thermal break is usually 40–70% more expensive than mid-class PVC, and triple glazing 10–20% more expensive on a complete window.

Prices per unit

Emanuel Gruppe of Podgorica publishes prices per window, with installation:

For triple glazing this source adds a surcharge of 20 to 30%. Its page on window replacement says waste removal is included, while its page on removing old windows says it is not, so ask.

Example: three windows in a flat

This is our calculation from the published prices, not a quote. Three double-leaf windows of 120 × 120 cm add up to 4.32 m²:

• per square metre, mid-class PVC: €950.40 to €1,382.40, plus removal and disposal at €60 to €120;
• per square metre, basic-class PVC: €648 to €950.40, plus removal;
• per unit, PVC with roller shutter: €900 to €1,200.

With small windows the difference between the two ways of pricing is larger. A single-leaf window of 60 × 100 cm is 0.6 m², so under the first price list it comes to €90 to €192, while the second contractor asks €180 to €250 for it. So compare quotes per unit, not just per square metre.

Glass and frame

The first source writes that 4-16-4 double glazing with a low-E coating and argon has a Ug of about 1.1 W/m²K, and triple glazing 0.6 to 0.7. For the coast and Podgorica, with their mild winters, it recommends good double glazing, and triple glazing for the north, large glazed areas and noisy streets. According to the same source, aluminium is chosen more often on the coast because of salt and sun, and the hardware should be corrosion-protected.

Made-to-measure production takes 2 to 4 weeks, and replacing one window about half a day, including removal, fitting, foaming and sealing. After that come finishing the reveals and repainting.

What Eko-fond requires

Eko-fond's technical conditions for the window measure, as amended on 20 September 2024, require PVC or aluminium frames with a thermal break and double glazing, with:

• frame: Uf of at most 1.3 W/m²K, under EN ISO 10077;
• glass: Ug of at most 1.60 W/m²K;
• seals: at least two rubber gaskets, one around the frame and one around the sash;
• certificates: EN 12207, EN 12208 and EN 12210, and the roller-shutter box must be insulated.

In Eko-fond's 2024 public call the maximum grant for windows is €3,000 including VAT: 30% in Budva, Herceg Novi, Kotor and Tivat, 40% in Bar, Podgorica and Ulcinj, 50% in Cetinje, Danilovgrad, Zeta, Nikšić and Tuzi and 60% in the other municipalities. Unlike the facade measure, owners of flats in apartment buildings could also apply for this one. Applications ran until 31 January 2026, and on 24 September 2026 there was no call for households on Eko-fond's list.

What the contractor is liable for

Windows are bought together with installation. Under the Consumer Protection Act in force since 14 February 2026, the trader is liable for any lack of conformity that appears within two years of delivery, and where installation is part of the contract and carried out by the trader, delivery is deemed to be the completion of installation. Ask for a fiscal invoice and for the frame, glass and hardware to be specified in the quote.

What to ask before ordering

1. Who measures: measuring is done before ordering, because windows are made to measure.
2. Frame and glass: number of chambers, Uf and Ug, low-E and argon.
3. What the price includes: removal, disposal, PU foam, trims and finishing the reveals.
4. Roller shutters and insect screens: whether they are included and whether the shutter box is insulated.
5. Production and installation time, in writing.
6. Guarantees on the frame, hardware and installation, separately for each item.

What the classifieds show

On 24 September 2026, of the 1,399 listings in the Servisi i usluge (services) section of oglasi.me, eight offered making, installing or servicing aluminium and PVC windows: three from Podgorica, two each from Budva and Tivat and one from Bar, some dating back to 2021. None gave a price; the only listing in this field with a price was for repairing and installing aluminium roller shutters in Herceg Novi, €20, with no unit.

Who fits windows on Glatko

On 24 September 2026 the aluminium and PVC joinery category had one verified profile: a family firm from Podgorica working in Montenegrin and Serbian, which states three decades of experience in making, installing and servicing windows and a 25 km radius. Of the 25 requests the platform received between 24 April and 28 June 2026, none was for windows.

We did not check actual prices in quotes, installation quality or the prices of manufacturers that do not publish a price list. We could not check whether Eko-fond will open a new call for households.
