Insulated Facades (Demit) in Montenegro: Price per m², Grants and Who Does Them (2026)
When people in Montenegro look for a facade, they look for a price: Google completes the search with demit fasada cijena po m2 podgorica (demit facade price per m² in Podgorica), demit fasada cijena crna gora (demit facade price, Montenegro), fasaderski radovi crna gora (facade works, Montenegro), izrada fasada podgorica (facade installation, Podgorica) and pranje fasada podgorica (facade washing, Podgorica). In English and Russian, the same searches for Montenegro return nothing, so this market speaks Montenegrin. We checked on 24 September 2026.
This guide covers published prices per square metre, a worked example for a typical house, the Eko-fond grant that can cover part of the cost, a loan with cashback, and what to ask the contractor before you sign.
What you pay for in a demit facade
Demit is an external thermal insulation system: boards of expanded polystyrene (EPS), graphite EPS or mineral wool are glued to the wall, fixed with anchors, reinforced with mesh and finished with a decorative render. Gradjevina.org describes the work in the same order: preparing and levelling the surface, gluing the boards, anchoring, reinforcing with mesh and the final render. That is why the price is not called "painting the facade": most of the money goes on insulation and labour, and only a small part on paint.
Published prices per m²
The two sources we found that publish a per-square-metre price list give the same figures in their three main rows: the Podgorica contractor Emanuel Gruppe and Gradjevina.org, which works with several crews. So read them as one reference, not as a market survey.

We left out one price portal because it gives two ranges on the same page that contradict each other. And watch out for low "from" prices: in our guide to painting prices in Podgorica, one price list gives facades from €15 per m², which falls inside the labour-only range. Ask whether material is included.
Example: a 10 × 10 m house on two storeys
This is our calculation, not a quote. Assumptions: a 10 × 10 m footprint, a 40 m perimeter and a 6 m facade height, so 240 m² gross. We deducted 30 m² for windows and doors, which leaves 210 m². Ask in advance whether the contractor deducts openings, because it changes the total.

On a two-storey house scaffolding is almost certain, so for 10 cm EPS realistically budget €7,980 to €11,130 before any silicone finish.
The Eko-fond grant: up to €5,000 for a facade
In August 2024 the Directorate for Energy Efficiency published an Eko-fond public call for grants to households, with a total budget of €7,500,000. The first measure is thermal insulation of a residential building's facade, with a maximum grant of €5,000 including VAT. The percentage depends on the municipality:

In the example above, a €9,450 facade in Podgorica brings €3,780 of grant and in Budva €2,835; in the municipalities at 60% it would be €5,670, so the €5,000 cap applies. One beneficiary can receive at most €10,000 per call for all measures together.
Three conditions often surprise people. Owners of existing detached houses can apply for the facade, and users only with the owner's consent; owners of flats in apartment buildings cannot, because the call opens only measures 3 to 6 to them. The application needs a quote with a bill of quantities and a cost estimate from a qualified contractor on Eko-fond's list. And the call runs until the funds are used up: on 24 September 2026 we could not check on Eko-fond's website whether money remains, so confirm that before you plan your budget.
A loan with cashback
The second route is a GEFF loan for energy efficiency. Among banks, NLB Banka publishes its terms: cashback of 15% of the loan amount for one energy-efficient solution and 20% for two or more, a loan without a mortgage of up to €25,000 over up to 8 years, and with a mortgage of up to €50,000 over up to 20 years. Facade insulation is among the solutions financed, but in an apartment building only the complete renovation of one or more facades, not the insulation of a single flat.
Who does facades on Glatko
On 24 September 2026 the platform had two verified profiles for facade work: one in Budva, with a 25 km radius, working in Serbian and Turkish and declaring 25 years of experience, and one in Podgorica, with a 115 km radius, working in Montenegrin and Serbian. A third profile, in Bar, does waterproofing. See the facade works category.
The only facade request came from Podgorica on 3 May 2026 and combined painting and facade work with flooring and drywall. It expired without a single quote. At the time there was no verified facade profile on the platform: the Podgorica one was verified on 19 May and the Budva one on 18 June.
How to compare quotes
- Area: how it was measured and whether openings were deducted.
- System and thickness: EPS, graphite EPS or mineral wool, how many centimetres, and whose adhesive, mesh and render.
- Scaffolding: included or charged separately.
- Finish: standard decorative render or silicone, which costs more.
- Surface: who levels the wall and what happens to render that is coming away.
- Guarantee and deadline: in writing, with start and finish dates.
- Fiscal receipt: the Tax Administration runs an electronic fiscalisation system, so a registered contractor's receipt should be fiscalised.

What we did not measure
Permits and the consent of co-owners for work on an apartment building, the actual savings on heating and material prices in shops are outside this guide. The prices are ranges from two websites that give the same figures, not a market average.
