Free tours
Montenegro Hostel runs a free tour of Kotor every day from 10 to 11 am if at least five people sign up, with at most 15. Booking is mandatory and costs €2 per person, and the guide gets a tip at the end. According to the Montenegro Pulse blog, the tip on free tours is usually €10 or more per person, so bring cash.

The tourist guide licence
Under the Law on Tourism and Hospitality, tourist guide services may be provided only by a guide with a guide's licence card who is registered in the business register as a sole trader, employed by a travel agency, or engaged by a guides' association or a licensed agency (Article 34). The licence card is issued by the Ministry, subject to a national vocational qualification certificate and knowledge of the working language, and the guide must wear it visibly (Articles 36 and 37). An individual who guides tourists without the card or does not wear it is fined €200 to €2,000, and if the offence is repeated within 12 months, also banned from working for up to six months (Article 126). A guide working independently must issue a receipt (Article 36), which goes through the Tax Administration's electronic fiscalisation system.
