Scuba Diving in Montenegro: Cost of a PADI Course, a Try Dive and Boat Dives (2026)

PADI Open Water, the first course that gives a diving licence, cost €380 at Budva Diving Center and €500 at Pro Diving Montenegro on 25 September 2026, and Advanced Open Water €350 at both centres. A try dive without a licence at Diving Montenegro in Budva costs €60, two boat dives for certified divers €90, and full equipment rental €10.

Cost of a course for a licence

Three centres publish PADI course prices. Budva Diving Center charges €380 for Open Water, with 5 dives, full equipment, materials and the PADI certificate, after 6 to 8 hours of self-study and 2.5 days of practical training. Pro Diving Montenegro charges €500 for Open Water, with e-learning support, 5 pool practice sessions and 4 sea dives. How we choose and label price sources is explained in how we measure prices.

On the Pro Diving Montenegro Advanced course page the €350 price is written as the OWD price, but it sits under the Advanced course content. Budva Diving Center charges a surcharge for the night dive and the wreck dive in the Advanced course, with no published amount.

Try dive and dives with a licence

Diving Montenegro in Budva publishes prices for those who only want to try and for certified divers:

For some sites this centre requires at least an Open Water licence, and for one an Advanced Open Water.

Depth, age and duration

According to the pages of Diving in Montenegro in Herceg Novi, a try dive lasts 30 minutes, the minimum age is 10 years and the maximum depth 12 metres. Their Open Water course takes 5 to 6 days, to a depth of 18 metres, and for children aged 10 to 11 to 12 metres. The Advanced course has 5 dives, of which underwater navigation and the deep dive are compulsory.

What the law forbids divers

Under the draft Marine Fisheries Act, which Parliament adopted in 2025, Article 31, using diving equipment with a speargun is forbidden in underwater fishing, as is collecting marine organisms by hand. It is also forbidden to keep a speargun together with diving equipment on a boat, on the shore or in a car. We did not find a separate diving act; the owner of a dive centre in Bar told Feral.bar in 2021 that a law separating tourist from commercial diving was needed, and said try dives made up 50 percent of his dives that year.

Example: the route to a first licence

This is our calculation based on prices on 25 September 2026:

• Just a try: a try dive €60.
• Licence, then boat dives: Open Water €380, two dives €90 and equipment €10, €480 in total.
• Licence with an extra day: €380 and €120, €500 in total, the same as Open Water at Pro Diving Montenegro.
