Electric Scooters in Montenegro: the New Rules from 7 August 2026, Fines and Prices of Segway and MS Energy Scooters

From 7 August 2026 an electric scooter in Montenegro may not be ridden by anyone under 16, only one person may be on it, and it is ridden on a cycle path or lane, or, where there is none, on a road with a limit of up to 30 km/h, or up to 50 km/h for adults. The rules apply to light electric vehicles of up to 25 km/h, 0.6 kW and 35 kg, and fines range from €150 to €400. A Segway scooter on Ananas on 26 September 2026 costs from €301.94, and MS Energy at KIPS from €665.56 to €1,421.11.

Which scooter is a light electric vehicle under the law

The proposed amendments to the Law on Road Traffic Safety, adopted by the Government in February 2026, introduce a new category in Article 7. A light electric vehicle is a motor vehicle not classified in any other category that has:

1. At least two wheels and mechanical handlebars.
2. No seat.
3. A continuous rated motor power of up to 0.6 kW.
4. A maximum design speed of up to 25 km/h.
5. An unladen mass of up to 35 kg.

According to a report by Aktuelno.me of 4 August 2026, Parliament adopted the amendments on 23 July and the new rules apply from 7 August. A scooter with a seat, more power, a higher speed or a greater mass falls outside this definition, so these rules do not automatically apply to it.

Riding rules

The new Article 90a provides:

• Age: a person under 16 may not ride a light electric vehicle on public roads.
• One person: the rider may not carry another person, and the scooter may not tow a trailer or another vehicle.
• Where to ride: on a cycle path, lane or track; where there is none, on a road with a limit of up to 30 km/h, and a rider aged 18 or over also on a road with a limit of up to 50 km/h.
• Manufacturer's label: the scooter may be used on the road only with a label stating the rated power, maximum speed and unladen mass.
• Helmet: according to Aktuelno.me, the adopted amendments did not introduce a helmet obligation, although the 2025 draft did.

Aktuelno.me points out that the penalty provisions remain inconsistent for minors, as one mentions a 30 km/h limit and another a 50 km/h limit.

Scooter prices

On Ananas Segway scooters are sold by two sellers, and KIPS carries MS Energy scooters. How we choose and label price sources is explained in how we measure prices.

The same Segway F2 Pro costs €25.95 more from one seller on Ananas than from the other, so compare offers before buying. Shops do not always state the maximum speed, power and mass in the description, and it is exactly these that decide whether a scooter is a light electric vehicle under the law.

1. Maximum speed: up to 25 km/h for a light electric vehicle.
2. Rated power: up to 0.6 kW, not the peak power from the advert.
3. Mass: up to 35 kg without the rider.
4. The manufacturer's label with those three figures on the scooter itself.
5. Battery capacity in Wh, because the range depends on it.
6. Service and spare parts in Montenegro.

How we measured and what we did not measure

We copied the rules and fines from the proposed law on gov.me and checked them against Aktuelno.me's report on the adopted law, and the prices from two shops on the day we read them. We did not find the final text from the Official Gazette published on gov.me, so watch for any differences. We did not measure the prices of second-hand scooters, of Xiaomi models, which did not appear in the search, or the technical data of each model.
