Driving school in Montenegro: the cost of B-category training, exams and the medical certificate, and how much training has gone up (2026)

B-category driving training in Montenegro costs from €816 to €900. Of the five Podgorica driving schools that publish prices, Full Speed, TieN and Maks charged €870 in cash or €900 in instalments for basic training on 25 September 2026, Mirav listed a price from €870, and Signal charged €816 in cash and €840 in instalments. On top of the training come a theory exam of €20, a practical exam of €20 and a medical certificate of about €20, so the basic bill up to the driving test comes to between €876 and €960.

Below are the training prices by school and payment method, the costs on top of training, how much training has gone up since 2024, the prices of the A and C categories, three example bills and what foreigners pay, including those who can simply exchange a foreign licence.

What people search for

On 25 September 2026 Google completed auto skola cijena (driving school price) with podgorica, tivat and budva and with school names such as viktorija, točak and volan, and people also search for polaganje vozackog ispita crna gora cijena (cost of the driving test in Montenegro) and cijena vozacke dozvole u crnoj gori (price of a driving licence in Montenegro). In Google Trends, for Montenegro over the last 12 months, auto skola (driving school) drew a similar level of interest to teretana (gym) and several times more than terms such as veterinar (vet) or fizioterapeut (physiotherapist).

Training prices by driving school

We read the prices on 25 September 2026 on the driving schools' websites; all the schools that publish a price list are in Podgorica. Laguna and Viktorija do not publish prices on their websites. How we choose and label price sources is explained on our page on how we measure prices.

Signal offers three ways to pay: a contract of 12 monthly instalments through an employer, payment in three or more instalments with a first instalment of €180 and the balance settled before the practical exam, or cash. At Full Speed, TieN and Maks the difference between paying in cash and in instalments is €30.

Costs on top of training

The medical certificate has to be handed in before the theory exam and is valid for one year. The theory part of the exam can be taken from the age of 17.5, and the practical part for the B category from the age of 18. Every attempt at an exam is paid separately, so a repeated exam means another €20.

How much training has gone up

On 9 August 2024 CdM reported that B-category training cost €640 in cash or €660 in instalments. On 5 May 2025 the portal 24kroz7 listed €594 for Signal and €640 for TieN and Full Speed. On 1 November 2025 Budimir Nikolić, president of the Association of Driving Schools, told RTNK that from January a new rulebook requires B-category training cars to be no older than 11 years instead of 12, and A-category vehicles no older than 13 instead of 15, and that training had therefore gone up by €300 to €350, to about €870.

Compared with May 2025, training at TieN and Full Speed is €230 or 36% more expensive, and at Signal €222 or 37%. According to MONSTAT, the average net wage in July 2026 was €1,037, so €870 of training takes 84% of an average monthly wage.

Prices for the A and C categories

For motorcycles TieN charges €600 in cash or €620 in three instalments for the A and A2 categories, and €700 or €720 for A1. Maks has the same prices for A, A2 and A1 and charges €800 in cash for C and C+E training, or €840 in two instalments of €420.

• Signal, cash, Renault Clio: training €816, theory and practical exams at €20 each, the diploma €30 and the medical certificate €20, €906 in total.
• TieN, cash: training €870, two exams at €20 each, the certificate of passing €10 and the medical certificate €20, €940 in total.
• Full Speed, instalments, with one repeated practical exam: training €900, the theory exam €20, the practical exam twice at €20 and the medical certificate €20, €980 in total.

What foreigners pay

Maks charges foreign nationals €1,100 instead of €870 for B-category training, €780 for A and A2, €850 for A1 and €900 for C and C+E. Anyone who already holds a valid foreign licence often does not need a driving school at all. A foreigner with an approved residence permit may drive on a foreign licence for six months from entry, and one whose habitual residence is in Montenegro can exchange the foreign licence for a Montenegrin one without an exam, with a medical certificate; the rules and deadlines are explained by Fijaka in its guide to driving licences for foreigners. Glatko and driving schools

On 25 September 2026 Glatko had no category for driving schools or driver training, so it received no requests for this service. AS Točak in Podgorica charges €900 for its 264-hour programme for driving instructors. What we did not measure

We found no published prices for driving schools in Budva, Tivat, Bar and Nikšić, although Google suggests those towns too. We did not check the fees for issuing the licence itself at the ministry, so we do not give them. We did not measure how many candidates pass at the first attempt, or the price of a single extra lesson in 2026. The prices are from a single day.
