A Garden Swimming Pool in Montenegro: Construction Cost, Above-Ground Pools, Chemicals and Winterising (2026)

A built 6 × 3 × 1.5 m pool, turnkey, from the Montenegrin company Montelgroup costs from €16,500 for a skimmer pool with a PVC liner in the economy class to €35,100 for an overflow pool with glass mosaic in the premium class. On 25 September 2026, Bestway pools at KIPS and Okov cost from €4.99 for a children's pool to €1,149, a frame pool from €59.99, and chlorine granules from €11.99 per kilogram.

In Google Trends for Montenegro bazen (pool) peaks at the end of June and from October to February stays mostly below a third of the peak. In English and Russian Google offered no suggestions.

A turnkey built pool

Montelgroup publishes prices for a 6 × 3 × 1.5 m pool in three types and five classes, with equipment, installation, finish and construction of the shell. The page gives no date for the price list. How we choose and label price sources is explained in how we measure prices.

What the price consists of

In the cheapest skimmer pool with a PVC liner at €16,500, the shell costs €9,100, the finish €2,600 and the equipment with installation €4,800, of which filtration €1,414, lighting €388 and fitting the equipment €1,328. The class with a disinfection system adds €688, and the more expensive classes disinfection from €2,646 and attractions from €1,640. With glass mosaic the finish is cheaper, €2,028, but the shell dearer, €10,772, and in an overflow pool the shell costs €15,652. So most of the price is the concrete shell, not the equipment.

In a skimmer pool the water sits below the edge and enters the skimmer openings in the wall, while in an overflow pool it spills over the edge into a channel, so the overflow shell costs €6,552 more. Montelgroup describes the classes as economy with a pH station, standard with a disinfection system, standard plus with LED floodlights and luxury with attractions.

Above-ground pools

On 25 September 2026, KIPS had 19 Bestway pools, from children's pools to frame pools, and Okov Bestway pools with a filter pump:

The largest at Okov is the APX 365 of 956 × 488 × 132 cm for €1,149, on sale from €1,790. A Bestway filter pump costs €39.90 to €49.90, and a solar cover €19.99 to €29.90.

Pool chemicals

For disinfection and pH, Okov sells Steinbach, Ananas Gre through the seller Centrometal, and KIPS a tester:

Refill tablets for the tester cost €8.99 for 100 at KIPS and €7.99 for 60 at Okov.

What the water to fill it costs

A 6 × 3 × 1.5 m pool holds 27 m³. Under the ViK Podgorica price list for households, water costs €0.46, sewerage €0.1889 and treatment €0.152 per m³, excluding VAT, €0.8009 in total. By our calculation filling the pool comes to about €21.62 excluding VAT and the monthly fixed charges. Closing the pool for winter

Okov sells Steinbach winterising liquid for pools, €7.99 for 1 litre and €22.99 for 5 litres. Before winter the water is usually lowered, and the pump and filter cleaned and protected from frost; we found no published price for a pool closing service in Montenegro. A pool is an auxiliary structure

Under the Construction Act, Article 74, pools that serve a residential or business building count as auxiliary structures. Under Article 73 the conditions for building them are set by the planning document, and detailed conditions are prescribed by the municipal assembly with the Ministry's consent. So before building a concrete pool, check the planning document for your plot at the municipality. Building without the required construction notification and documentation is not only an administrative problem but a criminal offence, as RoNa Legal explains in its note on the criminal layer of unlawful construction.

Who does this on Glatko

On 25 September 2026, Glatko had one verified contractor in the garden and pool category, from Podgorica, for pool chemicals, and no requests. The invoice of a registered contractor goes through the Tax Administration's electronic fiscalisation system.

What to ask the contractor

1. What is included: shell, finish, filtration, lighting and installation.
2. Skimmer or overflow pool and what kind of disinfection.
3. Whether the contractor checks the planning document for the plot.
4. What seasonal maintenance costs and closing for winter.
5. How long the warranty is on the shell, liner and equipment.

What we did not measure

The built-pool prices come from one contractor, with no date on the page, and change for other dimensions. We found no published prices for monthly pool maintenance in Montenegro, and we did not calculate chemical consumption because it depends on sun, bathers and water.
