Roof Replacement in Montenegro: Labour Prices per m², Roofing and Gutter Prices and What the Law Requires (2026)

In Montenegro roof replacement is searched for with a price and a material: on 24 September 2026 Google completed zamjena krova (roof replacement) with na kuci cijena (on a house, price), cijena (price), građevinska dozvola (building permit) and od salonita (asbestos-cement roof), and crijep cijena (roof tile price) with crna gora (Montenegro) and podgorica. The queries lim za krov cijena po m2 podgorica and lim za krov cijena po m2 crna gora (roof sheet metal price per m²), oluci cijena po metru crna gora (gutters price per metre) and limarski radovi cijena (sheet-metal work price) also exist. The same searches in English and Russian return nothing for Montenegro.

Labour prices per square metre

Emanuel Gruppe from Podgorica publishes these prices on its pages about roof replacement and new roof structures:

For sheet-metal work the same source lists €15 to €25 per metre for gutters and downpipes, €20 to €35 per piece for flashing around chimneys, windows and joints, and €10 to €18 per metre for ridge pieces, verge trims and edge flashing. These prices include materials, fabrication and installation, and copper or titanium zinc cost extra.

Roofing prices in the shop

At KIPS in Podgorica on 24 September 2026 the roofing category had 151 products. Prices were shown for sheet metal, metal tiles, shingles and panels, but for clay tiles only for some accessory pieces, not for the tiles themselves:

Converted per square metre, Korra costs about €12.49 and Gerard about €39.94 per m² of roofing. For gutters KIPS also sells parts for the RS-333 system: a hanger costs €2.79, a corner piece €8.76 and an outlet for a 100 mm downpipe €4.70.

Weight: why it matters on an old structure

Cerovo does not show prices for clay tiles but gives specifications: Mala Kikinda has 16.6 pieces per m² at 2.3 kg each, and Portugalac 13.8 pieces at 2.9 kg. By our calculation that is about 38 and 40 kg per m², against 4.5 kg for Korra metal tiles. The product description in the shop says Korra is up to eight times lighter than clay tiles.

When new roofing goes onto an old timber structure, the difference in weight is a question for the contractor or a structural engineer, not just for the budget. Gerard tiles, according to the shop's specification, need a roof pitch of at least 15°.

Example: a 100 m² roof

This is our calculation from the published prices, not a quote:

• stripping the old roof: €600 to €1,000;
• new roofing with basic flashing: €2,500 to €3,500;
• thermal insulation and waterproofing: €2,000 to €3,000;
• total for the three items: €5,100 to €7,500, without a new structure, gutters or roof windows;
• roofing material, for comparison: 125 Korra sheets for €1,248.75, 216 Gerard sheets for €3,993.84 or 100 m² of Tegola for €1,204, plus membrane for €189.

The source does not say whether the roofing material is included in the laying price, so ask with every quote. If the structure is also replaced, budget €35 to €50 per m² for timber, and €65 to €85 for a complete roof with all layers.

Do you need a permit to replace a roof

The 2025 Construction of Buildings Act (Zakon o izgradnji objekata) in Article 7 calls adaptation the works that do not affect the building's stability, do not alter structural elements and do not change its external appearance. For such works Article 42 requires a notice to the building inspector, with a description of the works and an overview of the technical specifications of the materials.

A new roof structure or roofing with a different appearance falls outside that definition. In that case the question of a permit is settled by the designer or the inspector, not by the roofing contractor.

What to agree before work starts

1. An inspection of the existing roof and structure on site, because the source gives a final quote only after a visit.
2. Whether the material is included in the roofing price and what "basic" flashing means.
3. Membrane, vapour barrier and insulation as separate items with their thickness.
4. Gutters per metre, with the number of downpipes and the flashing around chimneys and windows.
5. Removal of the old roofing: with the source it is included in stripping; for larger amounts of rubble see our guide to rubble removal.
6. A fiscal receipt: a registered contractor's invoice goes through the electronic fiscalisation system.

Who does roofs on Glatko

On 24 September 2026 the roofing category on Glatko had no verified profile. One Podgorica aluminium joinery company lists making and installing sandwich-panel roofs in its description, and one contractor from Bar waterproofing of roof slabs. Of the 25 requests the platform received between 24 April and 28 June 2026, one was for a roof: from Ulcinj, in June, for clay tiles about 25 years old that were shifting and lifting. It expired without an offer.

What we did not measure

Clay tile prices were not shown in either of the two shops, so we do not quote them. We did not check actual quotes, prices outside Podgorica or the rules for removing asbestos-cement roofs. The labour prices come from one published price list, updated in October 2025.
