Heat Pumps in Montenegro: Price, Electricity Use and What Happened to the Eko-fond Grant (2026)

In Montenegro heat pumps are searched for together with a price and a grant: on 24 September 2026 Google completed toplotna pumpa (heat pump) with crna gora (Montenegro), cijena podgorica (price Podgorica), vazduh voda (air to water) and za 100m2 cena (price for 100 m²), toplotna pumpa cijena with the brands samsung and hitachi and the sizes 10kw and 16kw, and the query toplotna pumpa eko fond exists on its own. The same searches in English and Russian return nothing for Montenegro.
This guide gives the price of one unit from a Montenegrin shop with its full technical data, an electricity calculation at EPCG prices, the conditions Eko-fond sets for heat pumps and the state of the grant on the day of writing.
What an air-to-water heat pump is
An air-to-water heat pump takes heat from the outside air and passes it to the water in a heating system, underfloor or radiators. A split air conditioner works on the same principle but heats the air in the room; our guide to air conditioner installation costs covers those. A heat pump can be a monobloc, with the whole refrigerant circuit in the outdoor unit, or a split, with an indoor and an outdoor unit.
What a unit costs
On 24 September 2026 we checked three large electronics retailers. Multicom and Tehnomax had no heat pumps for heating in stock. PC Gamer in Podgorica had one model, the Grundig GHPH-MM12, an inverter monobloc heat pump using R32 refrigerant, priced at €3,510 for one-off payment, against a list price of €4,387.50, with delivery charged separately. The shop also lists a 3 kW backup electric heater, noise of 64 dBA, a weight of 97 kg and a recommended 50 A breaker. The price is for the unit only: installation, a hot-water tank, pipework and radiators or underfloor heating are not included.
What Eko-fond requires
Eko-fond's technical conditions for the heat pump measure, as amended on 20 September 2024, accept an air-to-water heat pump in split or monobloc form, rated from 4 to 16 kW, with seasonal efficiency measured under EN 14825 and Commission Regulation (EU) 813/2013:
- at a 35 °C flow temperature: SCOP of at least 3.50, or ηs of at least 137%;
- at a 55 °C flow temperature: SCOP of at least 2.83, or ηs of at least 110%.
The model in the shop meets both thresholds. These are values worth looking for on the label of any unit you are offered, grant or no grant.
How much electricity it uses
The label gives consumption for an average European climate and for the unit's rated heat output, so it is not a forecast for your house. As an order of magnitude, here is our calculation using the EPCG household tariff in force since 1 January 2026, under which a kWh including network charges and the renewables levy costs 11.5462 cents at the higher rate (VT) and 6.0096 cents at the lower rate (NT), excluding VAT and fixed charges:
- underfloor heating, 35 °C, 5,280 kWh: from €317.31 if everything runs at NT to €609.64 if everything runs at VT;
- radiators, 55 °C, 6,761 kWh: from €406.31 to €780.64.
The real figure lies in between, depending on how much the pump runs at night and how well the house is insulated. The gap between the two lines also shows why flow temperature is worth asking about: the same pump on radiators uses about 28% more.
What happened to the Eko-fond grant
On 1 August 2024 Eko-fond opened a public call for energy efficiency in households. Under the consolidated text of 8 December 2025, the maximum grant for a heat pump is €6,000 including VAT, and the percentage depends on the municipality:
- 30%: Budva, Herceg Novi, Kotor and Tivat;
- 40%: Bar, Podgorica and Ulcinj;
- 50%: Cetinje, Danilovgrad, Zeta, Nikšić and Tuzi;
- 60%: all other municipalities.
One applicant could receive at most €10,000 across all measures. The grant covers the pump and related work, such as a tank and adapting the pipework, but not the heating distribution and radiators in a house that has none. A correction of 8 December 2025 cut the total budget to €229,940, and applications ran until 15:00 on 31 January 2026 or until the funds ran out. On 24 September 2026 the only item on Eko-fond's list of open calls was a call to contractors for the hotel industry, so there was no call for households that day.
What to ask the installer
- Output based on a heat-loss calculation, not just on the floor area of the house.
- Flow temperature: underfloor heating runs at a lower temperature than radiators, and efficiency and the electricity bill depend on it.
- Monobloc or split, and the electrical connection: the model in the shop needs a 50 A breaker, so check your connection capacity.
- What the quote includes: hot-water tank, hydraulics, valves and commissioning.
- Where the outdoor unit goes, because of noise for you and your neighbours.
- A fiscal invoice: the Tax Administration runs the electronic fiscalisation system, so a registered contractor's invoice should go through it.
Who installs them on Glatko
On 24 September 2026 the air conditioning installation category had two verified profiles, from Podgorica and Herceg Novi; neither mentions heat pumps in its description. Of the 25 requests the platform received between 24 April and 28 June 2026, none was for heating.

What we did not measure
We did not measure installation prices, actual consumption in Montenegrin houses or prices at shops that do not publish them. The unit price is a snapshot of one shop on one day, and we could not check whether Eko-fond will open a new call for households.
