Attic and Loft Insulation in Montenegro: Price per m², Stone and Glass Wool and Eko-fond Conditions (2026)
In Montenegro attic insulation is searched for by material and price: on 24 September 2026 Google completed izolacija tavana (attic insulation) with kamenom vunom (with stone wool), staklenom vunom (with glass wool), stiroporom (with polystyrene), koji se ne koristi (unused), koji se koristi (in use) and cena po m2 (price per m²), and izolacija potkrovlja (loft insulation) with kamenom vunom (with stone wool), iznutra (from inside), bez skidanja crijepa (without removing the roof tiles) and cena po m2 (price per m²). For staklena vuna cijena (glass wool price) it offered crna gora (Montenegro) first, and for kamena vuna cijena crna gora (stone wool price Montenegro) 5cm and 10 cm. In English and Russian there are no such searches for Montenegro.
This guide gives prices per m² for attic and loft insulation from a Podgorica contractor's price list, shop prices for wool and vapour barrier, an example for a 60 m² attic and the conditions Eko-fond set in 2026 for attic and roof insulation.
Insulation prices per m²
Emanuel Gruppe from Podgorica publishes insulation prices on two pages, both updated in October 2025:

The same contractor gives different ranges for similar work on its two pages, so insulation between rafters is €15 to €25 on one and €25 to €35 on the other. Ask about the difference in the quote: whether the finishing lining is included and how thick the wool is.
How an attic and a loft are insulated
According to the same source, when an attic is not used the insulation is usually laid on the attic floor slab, forming a barrier towards the heated rooms below. In a habitable loft the insulation goes between, under or over the rafters. Mineral wool, stone or glass, is most often used between the rafters, and with an extra layer under the rafters the thickness can reach 30 cm. The system is finished with Knauf boards, and for inaccessible attics the insulation can be laid on the floor, using mineral wool, XPS or PIR boards.
The contractor stresses two things: continuous insulation without thermal bridges and a properly fitted vapour barrier, which prevents condensation and moisture in the structure. It also says an uninsulated roof can let out as much as 30% of a building's heat energy, and that insulation prevents the loft overheating in summer.

10 cm glass wool is more than twice as cheap as stone wool of the same thickness. According to the retailer's description, both are non-combustible, class A1.
Example for a 60 m² attic
Using the published prices, our calculation for a 60 m² attic floor looks like this:
- Contractor, materials and labour: €900 to €1,500 by one page, or €1,080 to €1,680 by the other.
- Materials only, 10 cm glass wool and vapour barrier: about €265, and with 10 cm stone wool about €535.
The example does not include the finishing lining, OSB boards for a walkable attic or any roof repairs.
Eko-fond 2026: conditions for attics and roofs
On 18 May 2026 Eko-fond launched a public call for private individuals, with applications due by 23 July 2026. Measure 2 covered thermal insulation of a flat roof, a pitched roof or a ceiling towards an unheated attic, with support of 30%, up to €25 per m². The conditions were:
- Thickness: 10 cm in the first and second climate zones and 12 cm in the third.
- Thermal conductivity: at most 0.039 W/mK for EPS and XPS and 0.035 W/mK for stone mineral wool.
- Eligible costs: thermal insulation, vapour barrier and membranes, a finishing lining such as a plasterboard ceiling with painting or timber lining, and for flat roofs also new waterproofing.
According to the declared values in the table, the stone wool for ceilings at KIPS has 0.038 W/mK, so it would not meet the 0.035 condition for stone wool, while the facade stone wool does. The call does not give a separate value for glass wool. Eko-fond publishes new calls on its calls page.
What to agree
- The thickness and type of wool, with the declared thermal conductivity.
- The vapour barrier and continuous joints, as the contractor in the table says.
- The finishing lining, because one price list charges it separately.
- A walkable or non-walkable attic, because a walkable one needs boards over the insulation.
- Fiscal receipt: a registered contractor's bill goes through the electronic fiscalisation system, and Eko-fond requires invoices for reimbursement.
Who does this on Glatko
As of 24 September 2026 there was one verified profile in the insulation category on Glatko, a family firm from Bar that works mainly on waterproofing, and none in the roofing category. Among the 25 requests received between 24 April and 28 June 2026 one concerned a roof, from Ulcinj, and it expired without a quote. We did not check actual quotes, heating savings or the price of PUR foam for attics. Whether a particular product meets Eko-fond's conditions is for Eko-fond to assess, not us.
