Winter Tyres in Montenegro: When They Are Mandatory, the Fines and What a 205/55 R16 Set Costs (2026)
In Montenegro winter tyres are mandatory from 15 November to 1 April: always on the roads listed in the Ministry of Interior's order, and on other roads whenever there is snow, ice or black ice on the carriageway, with a tread depth of at least 4 mm. Fines for drivers range from €80 to €1,000. On 25 September 2026 a 205/55 R16 winter tyre on Ananas cost €48.32 to €122.36, and at the median of 11 models a set of four comes to €344.

What people search for
On 25 September 2026 Google completed zimske gume crna gora (winter tyres Montenegro) with zakon (law), cijene (prices), obaveza (obligation), od kad (from when), do kad (until when) and zakon 2025. For vulkanizer podgorica (tyre fitter Podgorica) it suggested parts of the city, Zlatica, Stari aerodrom and Donja Gorica, but also radno vrijeme (opening hours), 24h and nedelja (Sunday). In English people search for winter tyres montenegro; in Russian there were no suggestions.
What the law requires
Under Article 132 of the Road Traffic Safety Act, as explained by the Police Administration on gov.me, vehicles in categories M and N, that is vehicles carrying passengers and goods, must have winter tyres on all wheels in winter conditions from 15 November to 1 April. The minimum tread depth is 4 mm.
On certain roads the obligation applies even when there are no winter conditions. Those roads are set by an order published in the Official Gazette before the season starts. For the 2025/26 season, according to a police statement reported by Aktuelno on 17 November 2025, the order entered into force on 2 November 2025. On a road not in the order, with no snow, ice or black ice, winter tyres are not mandatory.
For light and heavy buses and medium and heavy goods vehicles a shovel is a mandatory part of the winter equipment, except in urban public transport. Studded tyres are not allowed.

Winter tyre prices on Ananas
On 25 September 2026 Ananas listed 357 winter tyres from three sellers: Greenel, Castellana Co and Pegasus. Castellana Co was then giving a discount of about 10% and Greenel of about 20%, so the prices in the table are the discounted ones. The spread within one size is wide. For 205/55 R16 the cheapest tyre, the Winter Defender HP XL from Greenel, cost €48.32, and the Continental WinterContact TS 870 €122.36, two and a half times as much.
Same model, different size
The price depends not only on the brand but also on the size. The Continental WinterContact TS 870 at Greenel cost €87.10 in 195/65 R15, €122.36 in 205/55 R16 and €164.63 in 225/45 R17, almost twice the price on the smallest wheel. If a car has two permitted sizes, the smaller is usually cheaper, but which sizes are permitted is set by the vehicle documents, not by a shop's offer.
Of the 357 tyres, 177 were offered by Greenel, 172 by Castellana Co and eight by Pegasus, which sold Point S tyres without a discount: 205/55 R16 for €86, the same as the median for that size.
What a set costs
This is our calculation for four tyres at the prices in the table:
- 205/55 R16: from €193.28 for the cheapest to €489.44 for Continental, and €344 at the median.
- 185/65 R15: from €177.32, €261.28 at the median.
- 225/45 R17: from €448, €569.80 at the median.
Fitting and balancing come on top. We found no current published price for fitting by a tyre shop in Montenegro; the only ad we saw, on AutoDiler, dates from January 2022 and does not say whether its €10 is per tyre or per set.
Who does this on Glatko
On 25 September 2026 Glatko had no professionals and no requests in its car categories, so for now tyre changes are done at a tyre shop. What to check before buying
- The size, from the sidewall of your current tyre or the registration document.
- The tread depth if you are keeping last year's tyres: below 4 mm the fine is €120 to €400.
- The same model on all four wheels, because the law requires winter tyres on all wheels.
- The price of fitting and balancing before you arrive at the tyre shop.
- The order for the current season, because it sets the roads where winter tyres are required even without snow.
What we did not measure
We read prices only on Ananas, from three sellers, so what tyre shops and other stores offer is not in the table. We did not check tyre quality, or whether the police accept all-season tyres marked M+S as winter tyres. We did not read the list of roads in the order for the 2026/27 season. Discounts on Ananas change with promotions, so check the price on the day you buy.
