How to Move to Montenegro: a 90-Day Checklist

The phrase "moving to Montenegro checklist" returns no autocomplete suggestions at all — we measured it on 22 September 2026. What people actually type is the question before the checklist: "how to move to montenegro", "can i move to montenegro from uk", "can i move to montenegro from usa", "can i immigrate to montenegro", "is montenegro a good place to live".
So the whether is well covered by forums and the how by law firms. What nobody writes is the when — the order in which things have to happen, and which of them depend on a local service market that is thinner than you expect. That is this guide.
T-90 to T-60: the decisions that get expensive later
- Pick your legal route first, then the city. Residence through
employment, company, property or a digital-nomad permit each carry different paperwork and timing. Nail this before you sign a lease, because the address you register matters. We keep the logistics here and the law where it belongs — our first 30 days in Montenegro guide walks through registration, and anything permit-shaped is worth a lawyer's hour rather than a forum thread.
- Decide coast or capital. They behave differently: the coast runs on a
summer calendar (higher prices, booked tradespeople, seasonal rents), the capital runs all year. Our measurement of where services actually exist — Budva covers 45 service categories, Podgorica 29, Kotor 7, Tivat 6 — is a practical tiebreaker if you need things fixed rather than photographed.
- Budget in two columns: one-off move costs and the first three months of
living. Our cost of moving to Montenegro breakdown is the companion piece.
T-60 to T-30: ship it, sell it, or buy it there
This is where most money is wasted, and where local reality matters. On our platform, on 22 September 2026, the entire moving-and-settling-in supply was seven professionals:
| Service | Registered professionals | Where | |---|---|---| | International moving | 2 | Podgorica, Herceg Novi | | Home moving | 2 | Podgorica, Herceg Novi | | Local moving | 2 | Podgorica, Herceg Novi | | Single-item transport | 3 | Podgorica ×2, Herceg Novi | | Packing · porters | 1 each | Podgorica | | Storage · storage rental | 1 each | Podgorica | | Move-out cleaning | 1 | Budva |
Four of those seven state they speak English. Note what is missing: no registered mover in Budva, Kotor, Tivat, Bar or Ulcinj. If you are landing on the coast, your movers will travel, which means booking earlier and paying for the trip.
The practical rule that follows: ship documents, tools and the irreplaceable; buy furniture locally. A sofa that costs €300 to replace rarely justifies €800 of freight, and the local second-hand market is where most arrivals furnish a first flat — second-hand listings on Fijaka are a reasonable place to see what a used kitchen table actually goes for before you pay to ship one across Europe.
Also at this stage: request three written moving quotes with volume in m³, insurance and customs handling stated separately, and check what your pets need — vaccination timing is the one deadline you cannot compress.
T-30 to arrival: locking the ground
- Confirm the lease dates and the handover. Ask whether the flat is
cleaned before handover; on the platform exactly one move-out cleaning professional is registered, so do not assume you can book it on 48 hours' notice in August.
- Utilities and internet. Find out whether they transfer or must be
re-contracted, and in whose name. This is the single most common first-week delay.
- Book the mover, not "enquire". Dates on the coast in July and August go
first.
- Make a Day-1 box: passport file, lease, chargers, kettle, bedding,
medication, basic tools.
Week 1: registration and essentials
Registering your residence address is a formal step with a deadline, handled through the police administration; the current requirements sit with the Ministry of the Interior at gov.me, and our first 30 days guide walks the sequence. Do this before anything that depends on an address.
Then, in order: bank account, local SIM, and a registered GP if you are staying long. Keep every receipt — in Montenegro a fiscalised receipt is the document that proves a transaction happened at all.
Weeks 2–4: making the flat actually work
This is where a relocation quietly becomes a renovation. Three tips that come straight from our measurements:
- Search in the local trade word, not in English. "vodoinstalater"
(plumber), "električar" (electrician), "moler" (painter), "keramičar" (tiler), "servis klime" (air-conditioning), "kućni majstor" (handyman). English searches for tradespeople in Montenegro return essentially nothing — our guide to finding a tradesperson explains why and what to do instead.
- Expect to ask for prices, not to find them. Of nine painting ads we
counted on a Montenegrin classifieds site, eight carried no price at all. What is published: interior painting from €1.50/m² including materials. The full picture is in our home service price guide.
- Book non-urgent work outside June–September if you are on the coast.
Tradespeople report 50–100% higher summer pricing, and the calendar fills with holiday-rental turnovers.
You can compare local movers and trades directly on the moving and transport category or, if you have landed in the capital, home movers in Podgorica.

What we measured, and what we did not
Everything about supply above is one platform on one day: 43 verified professionals, of whom seven cover moving and settling-in, and 26 state they speak English. It is not the Montenegrin market, and a bigger moving company that never registered with us does not appear in our numbers. The autocomplete measurements are from 22 September 2026 with `hl=en` and `gl=me`.
We also promised ourselves not to drift: permits, taxes and property purchase decisions are not logistics, and this guide deliberately sends you elsewhere for them.
Frequently asked questions
Decide the legal route — employment, company, property or a digital-nomad permit — before signing a lease, because the address you register depends on it. The logistics timeline only works once that is settled.
