Car Window Tinting in Montenegro: Cost, What Is Allowed and the Fine (2026)
Tinting all car windows except the windscreen in Podgorica costs from €80 for a two-door car to €130 for an SUV, and the rear section alone from €50 to €100, according to the price list of the installer Lavi Glass read on 25 September 2026. Under the vehicle regulation the windscreen must not be tinted after manufacture, and the Police Directorate treats aftermarket-tinted front side windows as unlawful; from 7 August 2026 the fine for a vehicle without proper devices and equipment is €150 to €300.

On 25 September 2026, Google completed zatamnjivanje stakala (window tinting) with niksic, podgorica, crna gora (Montenegro) and crna gora zakon (Montenegro law), zatamnjivanje stakala podgorica with cijena (price) and global armolan folije (Global Armolan films), and for zatamnjena stakla crna gora (tinted windows Montenegro) it suggested zatamnjena stakla zakon crna gora (tinted windows law Montenegro) and kazna za zatamnjena stakla crna gora (fine for tinted windows Montenegro). With zatamnjivanje prednjih stakala (tinting front windows) it offered cena (price), and with folija za auto stakla (car window film) cijena (price) and protiv sunca (against the sun). In Google Trends for Montenegro, comparing five services over 12 months, zatamnjivanje stakala did not have enough searches for a curve. In English and Russian Google offered no suggestions.
Cost of tinting the whole car
Lavi Glass of Podgorica publishes prices for tinting all windows except the windscreen, by vehicle type, noting that prices may vary with the choice of film and the size of the glass. Rear section only and removing old film
If only the windows behind the driver are tinted, without the windscreen and the two front side windows, the same price list gives lower prices, and a separate price for removing old film with its adhesive:

The same installer gives a 10-year written warranty on its films and says all its films carry an ABG number. A page of the same network for Budva gives €80 to €120 for saloons, without splitting front and rear windows.
What the law says
Under the regulation on the conditions vehicles must meet (Official Gazette of Montenegro 40/10), Article 44, the windscreen and the outer window glass count as devices that allow normal visibility, and Article 45 says the windscreen must not be tinted after manufacture. The Road Traffic Safety Act, Article 242, says vehicles that do not meet the conditions on the transparency of the windscreen and other windows may not take part in traffic.
For side windows, the answer comes from the police. According to a Police Directorate statement reported by RTCG, aftermarket-tinted side windows level with the driver and front passenger are contrary to the law, and in the operation called Folija on 5 and 6 June 2021, 66 drivers were sanctioned. So the offer for the two front windows in the price list should be read as a service that carries the risk of a fine in Montenegro.
The fine and removal from traffic
For a driver who takes part in traffic in a vehicle without proper devices and equipment, the law from 7 August 2026 sets a fine of €150 to €300, Article 322, instead of the earlier €80 to €250, under the amending act published in the Official Gazette of Montenegro 111/2026. According to the police statement, besides the fine the vehicle is removed from traffic and sent to a control technical inspection, which on top of the inspection costs includes the cost of removing the film. Window film for flats and shops
The same firms also fit film on the windows of flats and business premises: heat-control, frosted, decorative and safety films. Lavi Glass gives roughly €18 to €25 per m² for Armoglass films, and the network's page for Budva €13 to €20 per m²:

What we did not measure
All published prices we found come from one network of installers, with the same phone number on several pages and no date on the price list. We did not check how much light a given film lets through, nor the price of a control technical inspection. The 2010 text of the regulation published by the Government gives no transparency percentage for side windows, and we did not find a consolidated text with later amendments.
