Living in Kotor: Is It a Good Place to Live? An Honest Look

"Is Kotor a good place to live" gets no suggestions from Google; "living in Kotor Montenegro", "how many people live in Kotor", "Kotor in winter" and "Kotor cruise ship schedule 2026" all do (checked 23 September 2026). Those four searches are the honest answer to the question: people want to know how small the town is, what the cruise ships do to it, and what it is like when the season ends. We answer them with official statistics and our own platform data — and we leave rents and property prices to property sites.

How many people live in Kotor

Kotor municipality had 22,746 residents at the 2023 census, according to Montenegro's statistical office MONSTAT. That is the whole municipality, including the villages around the bay, not just the walled old town. For comparison, Budva has 27,445 and Tivat 16,338.

Kotor is a small place. That shapes almost everything below, starting with services.

What you can get in town — and what you cannot

On 23 September 2026 the platform had three registered professionals in Kotor, covering seven categories:

• one boat professional — hull cleaning, antifouling, engine service,

day skipper and winter storage

• one painter
• one city-culture tour guide

All three work in English; two also speak Turkish and one German. What Kotor does not have on the platform is just as telling: no plumber, no electrician, no AC installer and no cleaner.

We checked a Montenegrin classifieds section for home and office services too. Of 179 adverts across its first three pages, three were from Kotor — and all three were for air-conditioning service (cleaning, refrigerant top-up, installation), none with a price.

The practical reading is that Kotor's home services come from its neighbours. Tivat's two registered professionals cover plumbing, painting, tiling, plasterboard and flooring; Budva's thirteen cover electrics, cleaning and much more; Herceg Novi has an AC installer and a removals professional. If you are planning a renovation in Kotor, you are hiring from the whole bay, not the town.

The cruise ships

According to MONSTAT's cruise statistics, Montenegro recorded 496 foreign cruise ship calls with 630,236 passengers in 2025. The statistic is compiled from the Kotor harbour master's office, which authorises cruise ships in Montenegrin waters.

To put the passenger number next to the census: 630,236 is almost 28 times the population of Kotor municipality. Not every passenger walks into the old town, but the scale explains why "Kotor cruise ship schedule" is one of the most-searched phrases about the town. If you live there, it is worth checking before you head into the old town, the market or the post office.

The seasons

Kotor's year has two speeds, and national statistics show how different they are. In collective accommodation — hotels, resorts and similar — Montenegro recorded 115,568 overnight stays in November 2025 and 793,956 in June 2026, almost seven times more. In June, 91.6% of those nights were on the coast.

For daily life that cuts both ways:

• Summer: crowds in the old town and tradespeople who are busy with

holiday lets. On our platform, requests rose from 2 in April to 11 in May and 12 in June.

• Winter: a fraction of the visitors, and the easiest time to book work

on your home. "Kotor in winter" is a live search for a reason — people want to know whether the town still works. For home services, the answer depends on the neighbours: most of the trades come from Tivat, Budva and Podgorica.

Kotor or Budva?

"Kotor or Budva, which is better" is another live search. For living — not visiting — here is how the two compare on what we can measure:

Budva is the service hub of the coast: more professionals, more categories, more English. Kotor has more character and much less infrastructure in town. Tivat, between the two, is small but has the home trades Kotor lacks. Who Kotor suits

• Boat owners. The one category Kotor covers well on the platform is

boats — cleaning, antifouling, engines, winter storage. See the boat services category.

• People who like a small town with a quiet winter, and do not mind

that the summer belongs to visitors.

• Remote workers with flexible hours, who can run errands on days

without cruise ships.

What we did not measure

Rents, property prices and the cost of living are outside this guide. We did not measure schools, healthcare or weather. Platform numbers are small — three professionals and two requests in Kotor — and describe one platform, not the town's whole economy. The two requests from Kotor were for non-home services: a day skipper and a birthday cake.
