Quote for Works in Montenegro: A Template and Example for Tradespeople, with Line Items, VAT, Deadline and Warranty (2026)

A good quote for works describes every item with its unit of measure, quantity, unit price and total, gives the amount with and without VAT if you are in the VAT system, and states the completion time, payment terms and how long the quote is valid. A client can compare such a quote with others, and the tradesperson later charges exactly what was agreed. Example: painting a 60 m² flat, about 180 m² of walls and ceilings, at Gradjevina.org prices for 2026 comes to between €216 for white paint and €1,440 for skimming with painting.

What people search for

On 25 September 2026 Google completed ponuda za radove (quote for works) with primjer (example), and people also search for quotes za molerske (for painting), gipsarske (drywall), vodoinstalaterske (plumbing), fasaderske (facade), elektro (electrical) and keramičarske radove (tiling works), as well as garancija na izvedene radove (warranty on completed works) and zakonska garancija na građevinske radove (statutory warranty on construction works). According to Google Keyword Planner, ponuda za radove was searched between 10 and 100 times a month in Montenegro, in Serbian, from September 2025 to August 2026.

What a quote must include

1. Contractor details: name or company name, tax number (PIB), whether you are a sole trader (preduzetnik) or a limited company (DOO), and a phone number.
2. Client and site: name, address and what the job is, for example a 60 m² flat on the third floor.
3. Line items: description of the work, unit of measure, quantity, unit price and amount for each item.
4. What is included: materials, protection of floors and furniture, removal of rubble and cleaning, or what the client pays for.
5. Total and VAT: the amount without VAT, the VAT and the total, if you are registered for VAT.
6. Deadline: start date and duration in working days.
7. Payment: deposit, instalments and the balance on completion and handover of the works.
8. Validity and signature: the date until which the prices are valid, the date and a signature.

If the works follow a design or are larger, the quote rests on a bill of quantities (predmjer radova), a list of all items with their quantities; any deviation from it is agreed in writing.

For repairs there is also a legal requirement. Under the Consumer Protection Law, in force since 14 February 2026, for a repair or maintenance service worth more than €50 the trader, which under the law also means a tradesperson working in a craft business, must give the consumer a quote specifying the work, the materials and the parts needed, and under the same law a product also includes real estate, such as a flat. Both sides sign the accepted quote, extra work that raises the price by more than 10% needs the consumer's prior written consent, and the invoice comes with a specification of the work done, the materials and the parts.

Units of measure by trade

The same job cannot be compared if two tradespeople price it in different units. The usual units are:

• Painting: m² of wall and ceiling surface, not the floor area of the flat; for a 60 m² flat that is about 180 m², according to Gradjevina.org.
• Tiling: m² for tiles and running metres for skirting and corner profiles.
• Drywall: m² of partition wall or suspended ceiling.
• Plumbing and electrical: per piece, that is per point (connection, socket, switch), or per hour of work.
• Facade: m² of facade, with scaffolding as a separate item.

Example: a quote for painting a 60 m² flat

Gradjevina.org publishes 2026 prices for painting works including materials. How we choose and label price sources is explained on our page on how we measure prices.

For a 60 m² flat, that is 180 m² of surface, the quote would look like this:

• Item 1: two coats of skim on walls and ceilings with sanding, priming and two coats of paint, 180 m² × €7 = €1,260.
• Included: materials, protecting floors and furniture with plastic sheeting and cleaning after the work.
• VAT: if you are registered for VAT, 21% of €1,260 is €264.60, for a total of €1,524.60.
• Deadline, payment and validity: start date and number of working days, the deposit and the balance on handover, and the date until which the quote is valid.

White paint alone on the same surface would cost from 180 × €1.2 = €216 to 180 × €1.5 = €270, and the skim-and-paint package from €1,080 to €1,440.

VAT, flat-rate tax and the fiscal invoice

Registering for VAT is mandatory once your turnover exceeds €30,000 in the last 12 months, and the standard rate is 21%. If you are not in the VAT system, you do not charge it in the quote; say so, so that the client does not expect VAT to be added later. A quote is not an invoice: when the job is finished and paid, a registered contractor issues an invoice that is electronically fiscalised, whether it is paid in cash or by bank transfer: for cash, fiscalisation is completed within a few seconds, and for non-cash payments within 48 hours. Warranty and liability for defects

Clients often ask about a warranty, so it helps to mention it in the quote. Under a construction contract the contractor is liable for defects affecting the soundness of the building for ten years from the handover and acceptance of the works, and this liability cannot be excluded or limited by contract. For other hidden defects the client must notify the contractor no later than one month after discovering them, and after two years from acceptance they can no longer be claimed. The time limits run from the handover record, so keep it together with the quote and the invoice.

The price in the quote binds you too. A contractor may raise the price only under the conditions of the Law on Obligations, and if you write turnkey, the agreed price also covers unforeseen works and extra quantities. That is why, for a job where the quantity is uncertain, for example skimming walls you have not yet seen without the furniture, it is better to quote unit prices and state that the bill will follow the quantities actually carried out. What the first quotes on Glatko show

The quote form on Glatko has four pricing models: hourly, fixed price, per unit and estimate, with a message of 10 to 5,000 characters. Of the 25 requests the platform received between 24 April and 28 June 2026, quotes came in on two. Both were sent no later than five minutes after the notification, in 159 and 300 seconds, but they were short: one was a fixed price of €50 and the other an estimate without an amount, with messages of 15 and 66 characters, and neither mentioned materials, deadline, deposit, VAT or warranty. A client who gets two sentences can hardly compare them; a quote with the line items from this guide gives them a reason to choose you. What we did not measure

We did not check the mandatory elements of an invoice under the VAT Law or the special rules for public procurement. The painting prices are indicative and come from a single source; it is not clear whether they include VAT. Two quotes on the platform are too small a sample for conclusions about prices.
