Fiscalisation Software in Montenegro: Prices of Programs, Certificates and Equipment for Fiscal Receipts, and Fines (2026)

Electronic fiscalisation software in Montenegro cost from €7 a month plus VAT on 26 September 2026, for the MojaFirma Mikro package paid annually, to €15 plus VAT for the Centris stock management module, while FiskalMN cost €13 a month, or €156 a year. The Pošta Crne Gore certificate for electronic fiscalisation costs €30 including VAT and is valid for three years, and a company that does not issue fiscal receipts through the fiscal service faces a fine of €8,000 to €40,000.

Below are the prices of programs, certificates and equipment, who must fiscalise, when the Tax Administration portal is enough, the fines and sample annual costs.
What people search for
On 26 September 2026 Google completed fiskalna kasa (fiscal cash register) with crna gora (Montenegro), cijena and cena (price), galeb, na telefonu (on the phone) and na mobilnom telefonu (on a mobile phone), and program za fiskalizaciju (fiscalisation program) with crna gora, besplatni program za fiskalizaciju (free fiscalisation program) and najbolji program za fiskalizaciju (best fiscalisation program). With fiskalizacija (fiscalisation) it offered crna gora uputstvo (Montenegro instructions), privatnog smjestaja (of private accommodation), poreska uprava (tax administration), kase (of the register) and niksic, and with fiskalizacija crna gora also elektronska fiskalizacija crna gora poreska uprava and fiskalizacija advokata crna gora (fiscalisation for lawyers). For fiscalization montenegro in English and фискализация черногория in Russian Google had no suggestions, and in Google Trends for Montenegro fiskalna kasa did not have enough searches for a curve.
Who must fiscalise
Under the Law on Fiscalisation in the Trade of Goods and Services, those liable are individuals who pay income tax and companies that pay corporate tax, if they must issue invoices (Article 4). They issue a fiscal receipt through the fiscal service, with a certificate for an electronic signature and a permanent internet connection (Article 10). They report every business premises to the Administration 24 hours before the first receipt (Article 14). Exempt are, for example, ticket sales in scheduled transport, sales of one's own farm produce at a market, banking services and insurance (Article 5). Program prices
With all four makers the program is paid as a subscription or rental, monthly, annually or per season, and FiskalMN and MojaFirma also run on phones and tablets. These are the prices from their websites. How we choose and label price sources is explained in how we measure prices.

MojaFirma allows only one payment type in the Mikro package, cash or bank transfer, with an Android app and offline mode for cash, and the Standard package both. FiskalMN lists unlimited receipts and registers, with no contract commitment. Centris charges modules separately, and Softkom per computer, so a user with three computers pays €22 a month excluding VAT.
Certificate and equipment
Signing receipts requires a certificate for an electronic signature or seal (Article 10). Pošta Crne Gore issues it without a medium, for three years:

FiskalMN and MojaFirma also offer sending the receipt to the customer by email. Every fiscal receipt carries the unique invoice identification code, assigned by the Administration, and the taxpayer's code (Article 13).
When the Tax Administration portal is enough
On its page on electronic fiscalisation the Tax Administration publishes the Self-Service EFI Portal (SEP), its user guide and the fiscal service specifications. According to the questions and answers on fiscalisation published by e-invoices.online, a taxpayer outside the VAT system who issues only non-cash invoices can create invoices on the SEP, without a program or an electronic payment device.
Fines
The law sets fines for a company, a sole trader and the responsible person:

Under Article 27, a fine also applies to anyone who does not report business premises 24 hours before starting work or does not send receipts within two days of an internet outage.
Example: annual cost
This is our calculation using the prices in the tables, adding 21% VAT where the price list excludes it:
- Sole trader with one phone, cash only, MojaFirma Mikro: 12 months at €7 is €84, €101.64 with VAT, plus the €30 certificate, €131.64 in the first year.
- The same with FiskalMN: €156 per the price list plus the €30 certificate, €186 in the first year.
- Company with three computers, Softkom: €22 a month is €264 a year, €319.44 with VAT, plus the €30 certificate.
- Difference: for one device the gap between programs is a few dozen euros a year, while the lowest fine for a sole trader without a fiscal receipt is €2,000.
Fiscal receipts and foreign customers

- Whether VAT is included in the monthly price.
- How many devices and operators the package covers.
- Whether the program works offline when the internet drops and how it sends receipts afterwards.
- Whether they help with the certificate and registering the business premises.
- How to cancel and whether there is a contract commitment.
What we did not measure
Prices are from the makers' websites on the day we read them, without discounts or special offers. We did not measure installation and servicing costs for traditional cash registers, or programs without a public price list. We read the law in its consolidated text up to the 2021 amendments.
