Montenegrin Language Courses for Foreigners: Prices, Duration and the Citizenship Exam (2026)

A semester of the Montenegrin course for foreigners at the Faculty of Montenegrin Language and Literature in Cetinje costs €400, or €100 a month, for 64 lessons taught online in groups of 5 to 12. The Montenegrin language exam for citizenship at the Examination Centre in Podgorica costs €80.

Course prices

The course at the Faculty of Montenegrin Language and Literature

The Faculty of Montenegrin Language and Literature in Cetinje runs the course under a programme aligned with the Common European Framework of Reference for Languages. The course lasts 16 weeks, with classes twice a week for 90 minutes, at levels A1, A2, B1 and B2. Teaching is online, in groups of 5 to 12.

Before the start, candidates take a test that is used to form groups with roughly the same level. Students must attend two thirds of the classes. At the beginner levels teaching is in Montenegrin and English, and at B1 and B2 only in Montenegrin. At the end of the semester there is a written and oral test in reading, comprehension and conversation, passed with more than 65% of the points. The student then receives a certificate for the level achieved.

The course in Herceg Novi

The Faculty of Management Herceg Novi also teaches Montenegrin for foreigners within its general language courses. Groups have 5 to 10 students, classes are twice a week for 90 minutes, and a basic language course lasts three and a half months, or 52 school lessons. The price is €200, or €180 for current and former students of the faculty, and course materials are included. The exam after each level is written and oral. The page with these terms dates from 2023, so the price for 2026 needs to be confirmed.

What it comes to per lesson

In Cetinje €400 is spread over 64 school lessons, which gives €6.25 per 45-minute lesson, or about €8.33 per 60-minute hour. In Herceg Novi it is €200 for 52 lessons, about €3.85 per lesson, with materials included. Herceg Novi is cheaper per lesson, but the price is from 2023, while the Cetinje course offers online teaching and a certificate for each level.

The exam for citizenship

Article 8 of the Law on Montenegrin Citizenship lists among the conditions for citizenship by naturalisation that the person knows Montenegrin well enough for basic communication. The test is organised by the Examination Centre of Montenegro:

1. The exam fee is €80 and is paid by payment slip into the Examination Centre's account.
2. With the application you submit proof of payment and a copy of your ID card or another identity document.
3. The exam is taken at the Examination Centre's premises in Podgorica, on scheduled dates, before a board.
4. Results are posted on the notice board two days after the exam, when the certificate can be collected.
5. The exam programme for the basic level can be downloaded from the Examination Centre's website.

The course certificate and the Examination Centre's certificate are different documents. None of the sources we looked at states that a course certificate replaces the citizenship exam.

Private schools and lessons

Private schools offer individual, group and online lessons, but do not publish prices on their websites. Lingva Mont states that a lesson lasts an hour and that it tests your level before you start. Learn Montenegrin offers private lessons, small groups and video lessons, and the Montelingua school in Budva teaches Montenegrin and English. You need to ask them directly for a price.

How we measured

We read the terms and prices on 24 September 2026 on the websites of the two faculties and the Examination Centre, and the legal requirement in the text of the law on the Government portal. Searches were measured the same day in Google Autocomplete for Montenegro: for montenegrin language course Google suggested lessons, classes, school and is montenegrin hard to learn, for learn montenegrin it suggested online free, app and duolingo, for kurs crnogorskog jezika (Montenegrin language course) it suggested za strance (for foreigners) and online, and there were also черногорский язык курсы (Montenegrin language courses) and karadağ dil kursu (Montenegro language course). We did not check the prices of private tutors, apps or learning platforms.
