Drones in Montenegro: registration and exam, insurance, import, drone prices in shops and the cost of drone filming (2026)

Registering as a drone operator and taking the online pilot exam in Montenegro are free, but a drone heavier than 249 grams must have third-party liability insurance, which costs €39.62 a year at Sava osiguranje for a drone of up to 900 grams. On 25 September 2026 Tehnomax sold drones from €359 to €1,699.02, and drone photography by Foto Radević cost from €12 to €20 per photo and €100 for five minutes of unedited 4K footage. For breaking the rules, the Law on Air Transport sets fines of €500 to €2,000.

Who has to register

According to the Civil Aviation Agency, European drone rules have applied in Montenegro since July 2024. The operator registers and the pilot takes an online theory exam on dron.caa.me, and both steps are free. Registration is mandatory for drones of 250 grams and heavier, but also for lighter drones if they have a camera or a microphone. The exam is taken by pilots of drones of 250 grams and heavier.

• Registration number: the operator receives an electronic number valid for two years, after which it is renewed; those who registered before 1 July 2024 must register again.
• Age: the pilot must be at least 16, both locals and foreigners.
• Foreigners: anyone already registered and holding the exam in an EU country does not need to repeat it but submits proof, and must have insurance covering Montenegro or the EU.
• Insurance: every operator of a drone of 250 grams or heavier must have third-party liability insurance.

Under the old rules, more than 2,000 operators registered between 2016 and 2024.

Where you may not fly, and fines

Around Podgorica and Tivat airports, in the CTR zones, a flight also needs air traffic control approval. In the open category a drone may not fly over assemblies of people, and over people not involved in the flight only if it is lighter than 250 grams. A drone lighter than 2 kilograms must keep a horizontal distance of at least 50 metres from people, and the pilot then needs certificates for the A1/A3 and A2 subcategories. A flight over a crowd needs the Agency's approval in the specific category. Fines range from €500 to €2,000, and the Criminal Code also punishes filming someone's portrait without permission.

Importing a drone

Importing or bringing in a drone requires approval from the Ministry of Economic Development, requested on the foreign trade application form with a copy of your passport, the drone's technical specification and proof of payment of the administrative fee. The Agency states that this procedure still applies under the new rules.

Drone prices in shops

On 25 September 2026 Tehnomax had 28 products in its drones category, nine of them discounted. Weight also matters when choosing: for a light drone of up to 249 grams with a camera the operator must register, but the pilot takes no exam and insurance is mandatory only for flights that need approval, while all three obligations apply to a heavier drone, so the annual policy has to be added to the price of the drone.

The cost of drone filming

On oglasi.me an offer of drone filming for property in Podgorica gave its price only on request, so a published price list is rare. How many photos a listing needs was shown by Fijaka in its analysis of property listings: a listing on Fijaka takes up to 30 photos, and the median in its own listings was 10.
