Emergency Home Repairs on the Coast: Who to Call in Budva, Kotor, Tivat

Type "emergency plumber Budva" into Google in English and it suggests nothing. The same goes for "plumber Kotor", "plumber Tivat" and "electrician Budva" — we checked on 24 September 2026. In the local language the searches are alive: vodoinstalater budva kontakt, vodoinstalater tivat kontakt, bravar budva kontakt (locksmith), električar budva. Russian speakers search too: "сантехник будва" and "электрик будва" both come back as suggestions.

That gap matters most at the worst moment. When water is coming through the ceiling at eleven at night in August, you will not find help by searching in English. This guide sorts coastal emergencies into four lanes, gives you the official lines that answer around the clock, and explains how to reach a private plumber or electrician quickly.

The first ten minutes

Most damage happens before anyone arrives, so these steps come first.

1. Water: close the main valve (glavni ventil). In flats it usually sits next to the water meter, in the bathroom or in the shaft in the corridor. If the leak comes from one appliance, its own valve under the sink or behind the toilet is enough.
2. Electricity: if water is anywhere near sockets, switch off the fuse box (razvodna tabla, fuses are osigurači) before you touch anything. If one circuit keeps tripping, leave it off.
3. Smell of burning, sparks or gas: leave the flat and call 112. Do not try to find the fault yourself.
4. Photograph the damage and the meter before cleaning up. You will need the pictures for the neighbour, the building manager or the insurer.
5. Tell the building. In most apartment buildings a shared riser or roof leak is handled through the building manager (upravnik), not by the flat owner alone.

Four lanes: who handles what

112 is the single emergency number for police, fire and ambulance. It works around the clock across the whole country, and the Ministry of the Interior states that its operators take calls in English, Italian, French, Russian and Albanian.

For power faults, CEDIS publishes a separate on-call number for each town, all staffed 00–24h. We copied the coastal ones from its contact page on 24 September 2026:

Water is run by each municipality's own company. In Budva, the water company's contact page lists a technical department at Dubovica with its own line, +382 33 403 484, besides the head office. As a rule, call them when the problem is in the street or before your meter; anything after the meter is on the owner's side and a job for your plumber.

Finding a plumber or electrician fast

Search in the local words. A plumber is a vodoinstalater, an electrician an električar, a locksmith a bravar, and a handyman a majstor. Add the town and kontakt, as the searches above do. Hitna intervencija means an emergency call-out.

When someone answers, give them everything in one message: what is leaking or dead, whether you have already closed the valve or switched off the fuse, the address and floor, whether there is parking, and one photo. A tradesperson deciding whether to drive twenty minutes at night decides faster with a picture.

Ask two things before they set off: the call-out price, and whether the night or weekend rate applies. Then write down who you called. On a Saturday in August, the first person who picks up may already be booked until Monday.

What we see on the platform

On 24 September 2026 we counted verified, active profiles on Glatko that cover plumbing, electrical work or small repairs and are based on the coast:

• Budva: 4 profiles. One takes both plumbing and electrical jobs, two more do electrical work, and one handles small repairs as part of holiday-let management.
• Tivat: 2 plumbers, one of them working in English, German, Ukrainian and the local language.
• Bar: 1 plumber, who also speaks Russian.
• Kotor and Herceg Novi: none in these trades. Herceg Novi's only registered profile in the building trades installs air conditioning.

There is also a lesson in our request data. Between 1 and 26 June 2026 three plumbing requests came in from Budva marked "as soon as possible", one in English and two in Turkish. All three expired after seven days without a single quote, even though a Budva plumbing profile and a Tivat plumber were already registered before the first of them. We do not dress that up. A request on a platform is the right tool for planned work: a new bathroom, a boiler swap, a set of sockets. It is the wrong tool for a burst pipe tonight. For that, you need a phone number you saved before you needed it.

What an emergency call-out costs

The ranges below are what tradespeople themselves quote for urgent work, collected for our home service price guide. They are reported ranges, not a tariff:

• call-out and diagnosis: €20–35 per visit;
• night, weekend and holiday work: €40–70 per hour.

Parts are extra. If the price matters, ask before the van leaves, not when the job is done.

Prevent the 2 a.m. call

Many emergencies can be seen coming. Old flexible hoses under sinks burst, air conditioners drip into walls after a winter without a service, and flats left empty between lets flood without anyone noticing. Before the season:

• find the main valve and check that it actually turns;
• switch the fuse box off and on once, so you know which switch is which;
• ask the building manager who handles the shared riser and the roof;
• have the air conditioner serviced in spring (our guide to air conditioning explains why spring is the time);
• save two numbers: one plumber and one electrician who work near you.

That last point is where planning pays.
