Property Management in Montenegro: What Agencies Take From Bookings and What Apartment Check-Ups Cost (2026) (Glatko guide cover)

Apartment management agencies in Montenegro that publish their prices take between 15 and 30% of bookings: VodiBooking in Budva charges 15%, Eco-Build in Kotor 25% with every service included, and Concierge Tivat between 20 and 30%, depending on the size of the flat. Owners who do not let the flat and only want someone to look in on it pay ApartControl for check-ups, from €80 a month in Budva to €120 in Herceg Novi, Bar and Podgorica. Platform fees come on top: Airbnb takes 3% or 15.5% from the host, depending on the fee model, and Booking.com a percentage set in its contract, charged on the whole booking amount, cleaning included.

On Glatko you can send a request to apartment management firms for free and without an account. Below are the commissions of four agencies and what they cover, a price list for check-ups of an empty flat, the Airbnb and Booking fees, and a worked example on €1,000 of bookings.

What people search for

On 25 September 2026 Google completed agencija za izdavanje apartmana (apartment rental agency) with Budva, Herceg Novi and Bar, and upravljanje apartmanima (apartment management) with agencija za upravljanje apartmanima (apartment management agency). Owners who let their flats themselves ask what the platform takes: booking provizija (Booking commission) came with crna gora (Montenegro), za iznajmljivače (for landlords), 2026 and pdv (VAT), and airbnb provizija (Airbnb commission) with za iznajmljivače and 2026. In English people search for property management montenegro and property management budva, and airbnb montenegro comes with tourist tax. In Russian they search for управление недвижимостью черногория (property management Montenegro) and сдать квартиру в черногории (let a flat in Montenegro).

Commissions of agencies that publish a price

We went through the websites of 14 agencies: seven quote a price only on request, three show only old price lists, from 2022 or earlier, and on 25 September 2026 four had current commissions online: VodiBooking in Budva, Eco-Build in Kotor, Concierge Tivat and ApartControl in Lastva Grbaljska near Budva.

The gap between 15 and 25% is not only a number. For its commission VodiBooking runs the listing, prices and calendar, guest messages, check-in and check-out and reviews, but cleaning stays with the owner: if you have no one, they help you find someone. Eco-Build lists cleaning among the services its commission covers, while Concierge Tivat charges separately for the initial set-up of the flat and bills maintenance at actual cost, without a margin.

ApartControl works on a different model: for lets of up to three months it takes 10% of the monthly rent, plus the cost of preparing the flat and the platform commission, and for long lets one month's rent plus 10% of the monthly rent. Check-ups of an empty flat and other services

Owners who do not let the flat and live abroad usually pay for check-ups: someone comes round, airs the flat, checks balconies and terraces and gets in touch if something is wrong. ApartControl visits at least twice a month, with a minimum contract of six months, and the price depends on the distance from Budva. With the six-month minimum, check-ups in Budva cost at least €480 and a full year €960; in Herceg Novi, Bar and Podgorica a year costs €1,440. The English version of the same website still shows different amounts, €100 for Bar and €120 for Kolašin and Žabljak, so check the price for your town in the contract.

What Airbnb and Booking.com take

The agency's commission is not the only deduction. According to Airbnb's page on service fees, under the split fee most hosts pay 3% and the guest pays their own fee; under the single fee the host pays all of it, usually 15.5%, with the rest paying between 14 and 16%. The single fee is mandatory for most hosts, including those who use property management software, so expect it if the agency runs your listing through such software. The split fee is being phased out. Concierge Tivat calculates its commission on the nightly price less the Airbnb fee, which it gives as 3.6%.

Booking.com does not publish a single rate. According to Booking.com's partner help page, the commission is a percentage set in the contract that depends on the country and the property type. It is charged on the whole booking amount, cleaning fees included, but not on local taxes such as the tourist tax, and the Preferred Partner and Visibility Booster programmes add a percentage on top of the base commission.

Example: what is left of €1,000 in bookings

This is our own calculation, using only the published percentages. We assume €1,000 is what remains after the platform fee and that every agency charges on it:

  • 15%, VodiBooking: €150 to the agency, and you pay for cleaning separately.
  • From 20 to 30%, Concierge Tivat: from €200 to €300 to the agency, with maintenance on top.
  • 25%, Eco-Build: €250 to the agency, cleaning included.

The 15% model with separate cleaning is cheaper than the 25% model with cleaning as long as cleaning costs less than €100 for every €1,000 of bookings, that is, less than 10% of income. Before the first guest

An agency can take over the listing and the guests, but the owner's obligations remain. A flat let to tourists needs a decision from the municipality, which is entered in the Central Tourist Register, and the register is public: before you sign a contract, check in the Central Tourist Register whether your flat is listed. Who does this on Glatko

On 25 September 2026 Glatko had two verified providers in the apartment management category, both in Budva. One offers full management, cleaning between guests, listing photos, minor repairs and guest communication, the other bed linen and towels, check-in and check-out and cleaning between guests. A registered firm's invoice goes through the Tax Administration's electronic fiscalisation system.

What to ask the agency

  1. What base the commission is charged on: the nightly price, the payout after the platform fee or the full amount.
  2. What the commission covers, especially cleaning, bed linen and minor repairs.
  3. Who pays the platform fee and whether the listing is run through software that puts you on Airbnb's single fee.
  4. Who registers the guests and pays the tourist tax.
  5. How long the contract runs and how it ends; ApartControl, for example, asks for at least six months for check-ups.
  6. How and when you receive the money and a statement of income and costs.

What we did not measure

Only four of the 14 agencies whose websites we checked publish current commissions, so the table is not a cross-section of the whole market, and we left out old price lists, from 2022 or earlier. We did not check the quality of service, occupancy or the income agencies promise, and Booking.com's rate is not public. Concierge Tivat gives the Airbnb fee as 3.6%, while Airbnb gives 3% for most hosts, so check in the contract which one applies to your listing.
